Most likely. The Graphic card is the issue. However I am 70% sure the reason why it lags so bad is because my processor is past its prime so yeah.......
If I had a quicker processor, I think it would run A LOT smoother.

Sorry about that Officer. I have already tried before but the Xat Chat Box doesn't load up on mobile phones.
I took my computer up to the shop and after the employee and me got to talking, we wound up talking about our Dell Precisions. He has the same model I have and eventually I started to miss my workhorse. So what I'm going to try to do is trade in my other laptop and my Graphics Card that was the wrong model for store credit and see if I can get enough money to fix my Precision since THAT computer IS built to run.
Right now I'm waiting for my uncle to get my Precision back from this guy he had look at it.

GOOD NEWS!! My uncle FINALLY Got my laptop back from the guy he had take a look at it.
Sad part is, I'll have to trade it along with my other laptop in for store credit but at least I'll get one that can work now.
It's a long stretch.........but I might get a new computer as early as tomorrow. I CAN'T WAIT!

The Verdict is in.
I won't be getting a new laptop for a bit of time.
I had planned on trading my two computers, 3 PCI100 RAM cards, A Quadro FX 1600M GPU and possibly a printer for store credit.
Knowing that parts could have been salvaged from the two computers, That 1600M series cost me $75 dollars, and I was told that PCI 100's are a bit rare and expensive I was expecting about $150 at the most for all of that stuff and $120 at the very least.
Turns out..........the guy at the store was only going to give me $80 dollars for all of that.
1) I love my Dell Precision WAYYYYY TOO MUCH to trade it in for a measly $13 because I know that's probably what I'd be getting for it.
2) I paid $75 dollars for that GPU. I am not about to get store credit of $5 more than what I pad for on just ONE of the items,
Those NVIDIA cards cost a pretty penny. I LUCKLY got it for cheap on ebay because the 1500M series costs about $300 dollars.
So I am making this post to say that no, I dont have a new laptop.
I am going to get a job so I can pay to have my Precision fixed Because I love my Aluminum cased warhorse so veeeery much!!!
It will cost about $300 dollars for the repair. Yes I know that one of you reading this will wonder why I am paying this much money when I can just go ahead and buy another for the same ammount. (Xcceler8t3.....) Well In it's hay-day, this Precision used to be around $5,000 dollars.
So in order to AVOID buying another $1,000 dollar computer since all the specs I NEED are only put in computers at price ranges of $800 and up..........It's best to pay the fraction of the price and keep this one instead.
P.S: My brother will be getting his school issued computer soon in about a week and a half so I can just hijack his in the meantime.

300$ for a PC? £192.270717 British pounds
You couldn't even get a little netbook.....and trust me, those things are beyond USELESS. Intel Atom processor....DON'T MAKE ME LAUGH. Too late. £400 here in the UK, you could get a DECENT laptop. (Could run most games on low/medium perhaps, depends where you look.) £500+ and you're in the big boss league, so to speak. Ok....
Maybe you can get a custom build PC? Or just replace parts of your (what was once $5k) PC which is dying in today's standards. (I'm fairly sure, even my laptop can out perform it...I may be wrong..) OK! Heard of New egg? Lots of parts can be purchased from there at relatively low prices. (For computer parts...)
AMD Radeon HD 5450 - £32 = $50 U.S. BUCKS. Not sure if this is the 512mb or 1GB version...either way it's fairly cheap for a GPU.
Ati Sapphire hd 5570 - $60 [1GB dedicated....] Ati HD Radeon 5670 - $70 (I think this is better than mine....which is the 5650...) Ati HD Radeon 5770 - $100
Thanks to a Google search...affordable graphics cards are possible.... My graphics card (which came with my laptop already inside.) is an ATI HD Radeon 5650. It's not the absolute best 1GB graphics card ever made.... since this was apparently designed for laptops but it's one heck of a good card
since I can play pretty much any game on medium/high/max. Only Crysis 1, Crysis Warhead and Battlefield 3 have said NO to a good frame rate at MAX settings. Consider that I play at a 1600x900 resolution (17.3 inch screen) and with 4GB ram (DDR3) with a triple core 2.1GHZ processor. Yep, the processor is quite weak and my graphics card is pretty good.
Recommended specs for replacement parts: Graphics card/GPU: 1GB dedicated. DON'T GET A 512mb one...well I guess it'd be OK....but no one wants OK... 1GB and above...FTW. RAM: 3GB is ok...but 4GB and above is where it's at. Processor: If it's a single core...at least get 3GHZ... If it's a dual core, at least 2.6GHZ. If it's a triple core....same as above. 2GHZ = mediocre 3GHZ = a blessing in gaming.
3.6 + = DUDE..... Also consider what parts are compatible. I have no knowledge on PC parts compatibility.

Ooops.
Guess I forgot to mention...
That $300 is to replace the motherboard
How this all started was.... I opened up my case to switch out the 1600M with my 1500M. I saw the guy who helped me out, open it up a couple of times, so I saw how to do it. As I was putting in the 1500M, I bumped the Heat sink on my Processor. It was a MILD bump and I didnt think I did any damage so I closed it back up, inserted the battery and booted it up.
The computer's fans INSTANTLY kicked in at max speed and the computer shut off. I started it back up again and as it was in the process of doing the exact same thing, a message popped up, saying that the CPU was overheating. It was only up for 2 seconds before it cut right back off.
I wanted to ONLY get my processor reseated.
Come to find out that when I had it looked at, I was told that the GPU and the CPU were only PART of the problem.
Turns out, I had a lot of worms and trojans on it. and YES! I had Anti-virus software; Microsoft Security Essentials to be more exact.
There was an issue with the memory where something (dont exactly know WHAT...) that wasn't delivering enough power to the memory to perform right. It was only operating at 38% instead of the preferred 60%.
And then to top it ALL OFF..... My motherboard was somehow cracked.
I was told that it was possibly due to a ## being screwed in too tight. Just the thought of a motherboard being cracked just sounds completely stupid. But of course I have to remember, I wasn't the first person to own this laptop. I intend to be the last though.
So yeah. I know I've only posted up about my GPU issues but I just now found out about all these issues recently so I guess a major overhaul on it would do it some good.

P.S: It is IMPORTANT TO MENTION,
This thread is talking about two different laptops.
The one at the beginning of the tread is my HP dv6000 Compaq. This one just has an issue with it's GPU but its slower than my other computer and it will be FOREVER PRONE TO UNSEAT ITS GPU.
The one that I am referring to NOW is my M90 Dell Precision. It is an actual Business laptop, built to run 3D programs like AutoCAD, MAYA, Blender and all that fun stuff out there.
A business workstation can only be acquired by ordering it off the manufacturer's website or special issued by the company you work for.
Just a little F.Y.I for those confused....
