XFF13 is already 13+ age rated. (Certain words are allowed there. If you want to know which, I could PM you or something

  I would advise the admins not to make radical decisions, Undelos is right.
Although I'm giving pretty much unlimited freedom to the admins, I would prefer
if you know...some of the core things stay the same.  (E.g. the URL, the age rating, good maintenance of family-freindly language.)
Besides, that's what XFF13 is. Any more done to XFF13 and it wouldn't become
XFF14, but XFF18....and I wouldn't want to be associated with that.  For obvious reasons. 
There's just such a fine/thin line between 13+ and 18+ content.

I uh...was finding it difficult to remove entries in the chat (could have been a glitch, IDK, but when I refresh the
chat box under admin, the entries just disappear...didn't get deleted...just disappeared FOR ME. So...IDK really..)
but if it was working properly, I would remove every single inappropriate entry/post in the Xat chat.
The forum chat isn't bad you know...it's just not the same...
I think it's the design. Being under the forum and being short and wide, and without visible profile avatars.

'Hell' is alllowed under decent circumstances (e.g. Biblical/religious references, etc.)

I don't feel that THAT word has any place here.
Simpsons get away with that (rated 12s and overs I think)
but here, it's just vulgar. And...rubbish/garbage/trash can easily replace that word.
I'm pretty sure that I've seen people get into trouble using the c word
in Primary school.  (American equivalent = Elementary?)

And just because FusionFall shut down, doesn't mean all the young users won't come here
to revisit + FusionFall is a legacy. We can't throw away the U/PG rating on this forum.
It must be viewable to all users of any age.
That means no bad language, no severe violence (superhero punching is acceptable but
very violent stuff would upset certain younger viewers)
and no inappropriate themes.
Kids could get in trouble looking at posts from a FusionFall fan forum just because
one person writes a naughty word or whatever. We don't want to upset parents/guardians or kids themselves.
It's just better like this.
If you disagree, take a look at XFF13.
XFF13 is sort of proof that swearing/bad language is an overrated novelty.
It would wear off soon. It's just not needed and it's just not cool. 

Also, I would appreciate it if people weren't fully random like some have

It's hard to explain but some kinds of random are fine.
I think if the randomness is not too random and if it contributes somewhat to the discussions (maybe related to
something someone said) briefly but then going back on topic
in another sentence/paragraph then it's fine.

E.g. good random:
