I don't think that email has any reference to any official CartoonNetwork statements or staff comments.
It's really just one of the teams behind Project Revive giving up because it looks kinda bleak. Still, lots of people were involved in the Project Revive movement but the point is, the game is not over.

If they were to buy the game, they'd have to buy licensing for ALL the characters, and that will cost a couple million dollars knowing CN

Well, I guess if it were at all possible, someone could buy a different kind of license from CN that allows them to keep creating the game and use CN's licensed characters...........but from under CN's Watchful eye.
It would be how Vizmedia, Funimation, and other Anime dubbing companies do it.
They buy this license from the Japanese company that allows them to not only put their name on the dub, but to ALSO allow the dubbing company to create and sell merchandise underneath the Funimation name.
However, the original company still holds all the cards and has the right to change or revoke anything at any given time.
So yeah. If someone wanted to, and had enough money to do so, they could shoot for something like that. I just forgot the name of the legal agreement.
