More likely they have a large client (2GB+) and/or an outdated computer. There are Unity games with 3x more graphics that run smoothly with the right resources. There are much more important factors affecting fps than graphics

Money has nothing to do with it. Emulators are
somewhat legal. An Emulator usually consists of logging packets, structuring them, and creating a server that is compatible with an existing client.
Usually no client-side changes are made. Any FF remake would not be categorized as an Emulator since those projects are attempting to make a Client
and a Server.
Technically, someone could create a single person game called "FusionFall" with all of CN's copyrighted characters/models and it would be legal as long as it's not distributed. The term "Resurrection" implies bringing FF back as a multiplayer game which implies distributing/hosting the game.
