at first I was so confused and bummed,

because this color style is really good, but I still didnt get it down,

So at first I used to try the "Image Over Color" approach, because you can see a texture on sakuras paintings, so I make a background texture with white and pink using the gradiant tool and it kinda gave me what I was looking for , when I hit "Lighten"

but that was in my first try when I was coloring

but then I saw it wasn't what I wanted.

so seeing the last coloring I did (Nahked levy) I noticed the white light I used was uber bright.

and it hit me.

Use the clipping effect to lighten the edge where the light hits (since some of the colors need more/less light then others. 

after that it's the light dots you put carefully that tricks the eye.

but yeah after coloring I merged it, duplicated the layer and boom, hit the Image adjustments, gradient, then clicked the one that is purple/golden.

hit lighten, lowered the opacity, 

Funny story, I passed out while I was coloring, woke up and noticed I was really getting somewhere.

All in photoshop.

This coloring style is usually seen in digimon movies.
