Doesn't it seem unlikely the dress would have purple dots
only down to half way?  
I think they were just half mannequins or something in an episode and someone probably just pasted
them to the corresponding half of Cow and Chicken's parents.
You can see half of the image is blurrier than the other half.
Didn't we already see this somewhere on Xtreme?

Well x there was a epsoide were it was shon with thos mannequin tops and also one were they shown the fully it just becaucs of how long the epsoide was and not many know of said epsoide name no one knw to find it

This looks like a bad Photoshop. The dress on the woman starts off as the yellow part being the dress not the apron. Plus the man is obviously Just two halves put into one image.
